The Red Car Trolley is just a transportation option from one point to another, much like the Main Street Vehicles in Disneyland Park. You can usually walk to the end point faster than you can by taking the trolley.
I personally just don't see the point in these types of attractions, they usually just create more of a problem than they solve since everyone has to get out of its way in an already crowded street.
