Parasol Cart is located near the French Market Restaurant in New Orleans Square and sells, well, parasols. In other words, those small and lightweight umbrellas you see people walking around with. They'll even hand paint your parasol with pictures of flowers, animals, text, etc. These are meant to shelter you from the hot sun, not rain.
