Frozen Ever After actually replaces, and is a re-themed version of, the Maelstrom ride that was in the Norway Pavilion originally. The new ride uses the same boat track but adds in a Frozen themed world, complete with animatronic versions of your favorite characters. It's a very tame and slow moving boat ride with only a very small drop near the end.
Maelstrom was actually the most popular ride in the World Showcase area of Epcot and often had ridiculously long lines. If this ride was anywhere else it would be consider boring, but put it in World Showcase where there is only one other true ride (which is the Gran Fiesta Tour Starring The Three Caballeros) and it was a big deal.
Rather than build a new country pavilion or adding a ride to an existing country pavilion, Disney decided to make an already popular attraction even more popular and create even long waits. That's about as ridiculous as it gets.
