Dapper Day is one of those oddities that turned into a major event. In this case, it's nothing more than a bunch of people showing up to the Disneyland Resort in their best clothes. Generally, many who participate will show up in some sort of vintage outfits from the 1920's to the 1950's but there aren't any restrictions on the period you dress from.
It's just about showing up in neat and stylish clothing and appearance, which is the definition of dapper. Note that this event, which occurs twice each year, is not an official Disney event. It's not at all run by Disney but more of a fan creation that just snowballed into a large gathering.
Previously, the organizers would schedule various times and places to meet up but that created crowd control issues so they no longer post any specific meet up times. So, if playing dress up is your thing then this is your time to visit the parks.
